
A lawyer registered with the Rome Bar Association since 1974, he has been a member of the Special Register for representation before the Higher Courts (Council of State, Court of Cassation, Court of Auditors, and Constitutional Court) since 1985. He is a retired tenured professor at the Faculty of Political Science at the Sapienza University of Rome, where he held the chair of Institutions of Public Law until the 2017/2018 academic year. He has also been a member of the Lazio Register of Journalists since 2016. His professional activity ranges from public procurement to competition law, from urban planning to energy, and even transport and financial services with a European perspective. He has been a member of the Board of Directors of the Luigi Einaudi Foundation since October 2016 and a member of the Eurispes Board of Directors since July 2019, as well as of its Board of Arbitrators. He served as Deputy President of the Arbitration Chamber for Public Contracts at the AVCP from 2010 to 2015, and as President of the National Arbitration Chamber for Agriculture from 2007 to 2015. He is the author of over sixty scientific publications, including books, encyclopedic entries, and essays on public, administrative, and European law.
