After extensive experience as head of research and institutional affairs departments in several large companies and regulatory authorities, he has been a partner in an international consulting firm for several years.
He has combined his professional work with university teaching at numerous Italian universities; since 2011, he has been a professor of Economic Policy at Luiss Guido Carli University.
He is a member of the editorial board of the journal Mercato Concorrenza Regole and the author of numerous essays on privatization and regulation, as well as several books (Il falso dilemma, LUP, 2025; Perché l’Italia cresce poco, Il Mulino, 2016; 2021: miracolo a Roma, Goware, 2021).
