\"\"Emilio Toma graduated with honours at the University of Bari, Faculty of Law. He was part of the Italian Liberal Youth National Direction, and National Councilor of the Italian Liberal Party. He is a former Subject Expert in Public Law at the University of Bari and Professor of Public Law at the University of Lecce.<\/p>\n

Administrative lawyer, he is auhtor of several books and publications on topics of constitutional and administrative law, mostly in the area of public procurement. He is a Professor in a Post-Graduate Masters’ Degree in Public Procurement at the University of Bari.<\/p>\n

He was part of the Program Management Team for the realization of infrastructural projects and arbitration panels, often in the role of President. He has been in more occasions assessor for contracts and public undertakings in the city of Bari.<\/p>\n","protected":false},"excerpt":{"rendered":"
